HQs can get a work pass for up to three years, and there are no rules about how long they can stay. Option 2: registering a foreign worker by quota

If a company can't pay an employee a high salary or give them a place above the quota, then the company will have to hire a foreigner to fill that position. The process of hiring a foreigner normally and hiring one for a job above the quota are the same, but you must first apply for a quota and then wait for the Department of Labor and Social Protection to approve or deny the application. Each year, the government only gives out a small number of quotas to draw in foreign workers from countries whose citizens need visas. Because of this, the quota application process is long and there is no promise that a quota will be received.
Option three: work permits for jobs with more than the required number of workers

According to the classifier, if a foreign person's pay is less than three million rubles a year, they can be hired for one of the above-mentioned quota positions. Please keep in mind that the job list is released and updated every year. With this choice, the salary can be any amount, but the job must match the classifier exactly. In this case, the process will take three months and need a lot of different papers. A work permit is given to a foreign person for one year, with the option to extend it later.
