How to Get Your Russian Permanent Residency (PR) Visa

A residence permit is given to non-citizens who already have a temporary residence permit. In this case, the papers can be looked at as soon as the person has lived here on this status for eight months. At the same time, the residence permit will not be given out until at least 12 months after getting a temporary residence permit.

Issuing a residence permit in a simpler way is possible even if the person doesn't have a temporary residence permit in the following cases:


a person who is not a citizen of the RSFSR but was born there and used to be a citizen of the USSR a person who is not a citizen of the RSFSR and has a child or parent (trustee, adopted parent, or foster parent) who lives in the RSFSR and is a citizen of it
a person from another country who is fluent in Russian and has completed a state-accredited full-time higher education program in the Russian Federation and received a certificate of education and qualifications with honors; as per the intergovernmental agreement between Russia and Belarus, citizens of the Republic of Belarus and their families (spouses, children, parents, and grandparents)
As of November 2019, the residence pass is given out for an unlimited amount of time. The only exception is a living pass for specialists with a lot of experience. People in this group get a housing permit that lasts as long as their work permit, or up to three years.

As of January 8, 2024, a foreigner who has a residence permit as a Highly Qualified Person and has worked in this status for at least two years can get an unlimited residence permit for himself and his family members. You can find more details here.

The length of time the residence permit will be looked at for is

Four months from the day the application was received under the normal process, three months from the day the application was accepted for the COP and his family, three months from the day the application was accepted for citizens of the Republic of Belarus, and two months from the day the application was accepted for.
As soon as a foreigner gets a residence pass, they must spend at least 183 days total in Russia each calendar year and let the government know that they are still living there every year. At the same time, he has almost all the rights of Russian citizens, except for the right to vote and some limits on military service. The benefits of this status include the ability for foreigners to enter the Russian Federation and work there without a visa or permit, as well as the right to work in any area of the Russian Federation without a work permit.
