
How to Get Your Russia Permanent Residence
A residence permit is given to people from other countries who have a temporary residence permit. In this case, after living here for eight months on this status, the papers can be accepted for review. At the same time, the residence permit will not be given out until at least 12 months after getting a temporary residence permit.
Issuing a residence permit in a simpler way without a temporary residence permit is possible in the following cases:
The individual was born in the RSFSR and used to be a citizen of the USSR. The individual is not Russian, but their child or parent (adoptive parent, foster parent, or guardian) is a citizen of the Russian Federation and lives there full-time.
a person from another country who is a native Russian speaker and has completed a state-accredited full-time higher education program in Russia that earned them an honors certificate of education and qualifications; members of the Republic of Belarus under the intergovernmental agreement for highly qualified specialists (HQS) and their families (spouse, kids, parents, and grandparents)
As of November 2019, the residence pass is given with no expiration date. The only exception is a residence permit for highly qualified experts. People in this group get a housing permit that lasts as long as their work permit, or up to three years.
As of January 8, 2024, a foreigner who has a residence permit as a Highly Qualified Specialist (HQS) and has worked in this status for at least two years can get an unlimited residence permit for himself and his family members. More info here.
The length of the residence permit application time is
Four months from the day the application was received under the normal process; three months from the day the application was accepted for the COP and his family; three months from the day the application was accepted for citizens of Belarus; and two months from the day the application was accepted for.
