Long-Term Stay in Russia: What Foreigners Need to Know
For foreigners planning to live in Russia for an extended period, understanding the rules and requirements for a long-term stay is crucial. Long-term stay options in Russia include temporary residence permits (TRP), residence permits (PR), highly qualified specialist (HQS) visas, and long-term work or study visas. Each of these permits allows foreigners to live in Russia legally, work, study, or conduct business activities.
Temporary Residence Permit (TRP)
The temporary residence pass is the first thing most non-Russians need to get if they want to live in Russia for more than 90 days. Typically, a TRP is valid for three years, and foreigners must follow certain rules, such as registering with the Federal Migration Service (FMS) and staying in Russia for at least 183 days per year. A TRP allows holders to work only after obtaining a work permit, except in specific cases like highly qualified specialists.
Residence Permit (PR)
The residence permit is a more advanced status, allowing a foreigner to live and work in Russia without needing a separate work permit. To apply for a PR, foreigners generally need to have lived in Russia on a TRP for at least one year. PR holders have almost all rights of Russian citizens, except voting and some military service restrictions. They can live in Russia permanently, come and go as they please without a visa, and have an easier time getting jobs.
Highly Qualified Specialist Program
Highly qualified specialists can obtain long-term residence in Russia under the HQS program. This initiative is meant to bring in the best workers by giving them unique privileges including speedier processing of residence permits, visa-free family admission, and easier tax filing. You can get an HQS permission for up to three years, and after working in Russia for two years, you can get a permanent residency permit.
Long-Term Visas for Work or School
Foreigners can also stay long-term in Russia with a work or student visa. Work visas are tied to employment contracts, and long-term student visas allow foreign students to live and study in Russia for the duration of their academic program. These visas usually require health insurance, registration with the FMS, and adherence to Russian labor or educational regulations.

They are also allowed to travel in and out of Russia without a visa in most cases. PR holders and HQS specialists can work anywhere in Russia without additional permits.
Extension and Transition to Permanent Residence
Temporary permits, visas, or work authorizations can usually be extended if the legal requirements are met. Foreigners who meet eligibility criteria may apply for permanent residence or Russian citizenship. The process often involves demonstrating language proficiency, knowledge of Russian culture, and continuous residence in the country.
