Employment Documents Required in Russia: Complete Guide for Foreign Job Seekers

Which Documents Are Necessary for Employment Qualifications

Which Documents Are Necessary for Employment Qualifications?

The passport

In the first place, you are required to have a general civil passport, and in the event that you do not have one, this is an additional document that proves your identity. It is important to keep in mind that the law does not consider every document to be that of an identification paper. In a typical scenario, this can be either a passport of a citizen of the Russian Federation or, in the event that it is not present, an identity card of a citizen of the Russian Federation for the duration of the time that a passport of a citizen of the Russian Federation is being issued (the format of such an identity card is established by an order issued by the Ministry of Internal Affairs of Russia on November 16, 2020, number 773).

Documents of this kind are required for foreign nationals.
A document that is recognized as a document certifying the identification of a foreign citizen is a passport issued by a foreign citizen or another document that has been established by federal law or recognized in accordance with an international treaty of the Russian Federation.
— During the time when an application is being considered for recognition as a citizen of the Russian Federation or for admission to citizenship of the Russian Federation, a document that certifies the applicant's identity is required.
— certificate of refugee status (respectively, for those who are refugees).
Additionally, depending on the status of the foreign citizen, other documents may be required.

Registration at the location where you will be staying

The Labour Code expressly states that an employer does not have the authority to reject employment to a citizen who has not yet registered, with the exception of individuals who are citizens of other countries. In actuality, businesses very rarely utilize the practice of hiring workers without registration, particularly when the position in question has material responsibility. We strongly advise that this matter be resolved in advance; addressing disagreements at the work stage is not the most effective approach to build a career trajectory.

The book of employment records

The presence of an employment record book is a prerequisite for official employment. According to Article 66 of the Labour Code, an employment record book is required to be kept by every worker who has been employed by an organization for more than five days, provided that the organization is their primary place of employment.

Exceptions include situations in which you refused to continue keeping a paper employment record book at your former place of employment or when you are taking a job for the first time (after January 1, 2021).

For employment with a new employer, you are required to supply information about your employment activity if you previously made an application to refuse the paper employment record book (also known as switching to the so-called "electronic employment record book") at your previous place of employment. After your termination, your prior employer is required to provide you with this information, which must be properly certified, either in written form or in electronic form, and it must be signed with an improved qualified electronic signature (if the employer has access to such a signature).

It is also possible to acquire this dаta:
• On paper, at a multifunctional facility (MFC) — with the appropriate certification received.
• At the Pension and Social Insurance Fund, either on paper, with the appropriate certification, or in the form of an electronic document that has been signed with an upgraded qualified electronic signature by the individual.
• In the form of an electronic document that has been signed with an upgraded qualified electronic signature, "Gosuslugi" is described.

The paper employment record book will not be filled out if you are acquiring a job for the first time after January 1, 2021; the electronic employment record book will be the only one that is preserved.

When you are engaged on a part-time basis, it is important to keep in mind that the employer does not have the authority to demand that you provide your work record book.

And a certificate of pension benefits

An individual taxpayer number is not required to be obtained by a citizen who is not an individual entrepreneur, according to the legislation that is now in effect. As a result, the employer does not have the authority to demand that the employee provide a TIN. If you are still required to show such a document, however, it is possible to obtain it in a short amount of time at the tax inspectorate that is located at your place of residence.

It is also important to give a document that confirms registration in the individual (personalized) accounting system when recruiting new employees. This can be an SNILS card that was issued prior to April 1, 2019, or it can be a notification of registration in this system, either in the form of an electronic document or on paper in the form that was approved by the Resolution of the Board of the Pension Fund of Russia dated June 13, 2019 N 335p.

In the event that you are receiving a job for the very first time, the employer will send the information that is necessary for your registration in the individual (personalized) accounting system to the territorial authority of the Social Fund of Russia.

Records pertaining to military registration

The presentation of military registration documents is obligatory for individuals who are obligated to serve in the military or who are subject to obligatory military duty (in our nation, these individuals are men between the ages of 18 and 27). A certificate of a citizen who is subject to conscription for military duty is what this is for those who are being conscripted. Either a temporary certificate issued in place of a military ID or a military ID is required to be presented by citizens who are in reserve.

Certificates and diplomas besides

In order to be considered for a job that needs specialized knowledge or training, applicants are expected to submit documents that pertain to their education, qualifications, or particular knowledge. In situations where you are applying for a job that is not relevant to your area of expertise, you do not need to make use of such documents.

The medical bible

Employees in particular professions, such as the trade, education, healthcare, and catering, are the only ones who are needed to have a medical book. These centers of governmental sanitary and epidemiological monitoring are the ones responsible for issuing this paper. It is important to keep in mind that the absence of a medical book will be a grounds for the refusal of employment if you are looking for a job in the trades, childcare facilities, or other similar fields.

In addition to the documents

The Labour Code, other federal laws, decrees of the President of the Russian Federation, and resolutions of the Government of the Russian Federation may provide for the requirement to submit additional documents when concluding an employment contract. These documents may include, but are not limited to, certificates of no criminal record, certificates of no administrative liability for drug use, medical reports on the absence of contraindications to work, and other documents. These provisions are made in consideration of the specifics of work in certain situations.

Article 65 of the Labour Code, as well as other federal laws, decrees issued by the President of the Russian Federation, and resolutions passed by the government, contain the complete list of documents that must be submitted in order to finalize an employment contract. In certain circumstances, these documents come from other federal laws. In addition to the documents that are specified on this list, the employer does not have the authority to request any more documents.
